The question
Where there is no education, no regular event, and no shared view of each other's work, what does art and tech need to build and share in order to take root?
Busan had no creative education in art and tech and no regular events. Open Circuit Busan is the first such program, started this year and still under way. Across Korea, too, most events in the field happen once and end, so who did what never builds up in one place.
Learn, gather, share
The forum breaks the shared infrastructure of the title down into three verbs. Each of the three speakers has built one of them first-hand.
Open Circuit Busan gives artists a chance to try many art and tech techniques, then build their own work with an LLM from the keywords they picked up.
- Joonhyung Bae, Open Circuit Busan
There is no meeting or community that keeps going. Most events happen once and end there.
- Jaewoo Kim, APE TALK
Tools, data and records are rarely shared, and no regular academic venue gathers the field's achievements from across the country.
- Danbinaerin Han, Umulsaiumulsai.com
- Joonhyung Baegiye.orgartlas.orgtekneh.com
For all three to keep running, someone has to decide who takes on what. Yunhee Kim, who built that structure running APE CAMP at Arts Council Korea, joins the roundtable and the discussion.

Three years of APE TALK: the networking meeting as infrastructure
Four things from three years of running APE TALK, an art and tech networking event. An event that keeps going matters more than a one-off, but keeping it going costs money, people, time and pride. The fundamental limits of art and tech, and the new, lasting platforms that could get past them. Making a living, still an issue even as art and industry have grown much closer. And the questions a three-year-old meeting is only now facing. He speaks as someone working full-time in entertainment technology and as a Busan-born film graduate, asking what a network of meetings means as infrastructure.

Making and releasing Umulsai, a jeongganbo editor
Open-source tools for making work are rare in Korean art and tech, and traditional Korean music is one of the least served areas. Still, Umulsai, a web editor for jeongganbo notation, was built and released. Why it needs no install or sign-up and keeps scores as data, and what a tool needs in order to stay in use.

Open Circuit Busan: a mid-program report
A look back at Open Circuit Busan about two thirds of the way through: a program that gives artists a chance to try many art and tech techniques and then build their own work with an LLM from the keywords they picked up. What worked and what was hard, then what Busan artists said about the state of art and tech infrastructure in interviews held before the forum, and the topics this sets for the roundtable and the discussion.

Roundtable
Busan artists on the state of art and tech infrastructure in Busan
Taking the topics set in talk 3, the Busan artists interviewed before the forum come on stage for closer questions. The moderator brings up one thing each artist said in their interview, and the three speakers, Jaewoo Kim, Danbinaerin Han and Yunhee Kim, join in with questions. The last five minutes narrow things down to two or three points for the discussion.

Bringing the day together: what art and tech in Busan needs to take root
Bringing together what came up in the four sessions before it, the three speakers and Yunhee Kim spend 35 minutes on what has to be solved first for art and tech to take root in Busan. Yunhee Kim speaks from building the structure that runs APE CAMP. The last 20 minutes are for questions from the audience.
Candidate points, to be narrowed at the roundtable.
- For education and meetings to continue regularly, who takes on what? How do participants and institutions build governance together?
- Why do shared tools keep appearing and disappearing? Who maintains them, who gets the word out, and who sets common rules?
- How can we build a regular national venue for presenting achievements in artistic research and research-creation?
- 16:555 min
Closing
We read out the day's proposals as a list of what Busan should always have, and carry them into the rest of Open Circuit Busan's classes and exhibition.
